It makes more sense that it just fell off, when he rolled over. I can't really see how, though. I mean, he only got, maybe a piece of the cape. The only thing that should have happened would be that the cape ripped in half or something. And Rasoul kept a piece as a souvenir, or something.
Or maybe the Sultan gave Jafar enough for good swords, but he bought cheap ones and kept the profit?
Or Jafar knew he was going to have his coup soon and didn't want the guards to be well-armed when he did?

Maybe the sword-swallower had one of the rare real swords in Agrabah?

Nah,
the sword swallower in one jump ahead wouldn't be clutching his throat after Abu pulled it out.

Maybe the Sultan really is afraid Rasoul might just behead somebody for no good reason.

Maybe the Agrabah's going broke. Or they don't care much for the guards.

BTW, just how sharp is that sword? I mean, shouldn't it have, like, sliced it right away? Or is it a little dull, that it ripped?
Whatever swords the guards are issued frankly suck. Nine times out of ten they break whenever another sword hits them.

Maybe Rasoul hasn't sharpened it since ROJ?

Don't you think that Rasoul was trying to behead him with that sword ?
No, because the way Rasoul dropped the sword, he never would have been anywhere near Aladdin's head. Then again, Rasoul could just have a really lousy shot.
My guess is that Rasoul was going to stab him enough that he lived, and bring me back to the Sultan to claim the reward/honor Sultan was going to give him in the first place. But, ya know, the stabbing is still fun.

It's a possibility, but even with the dead or alive line, I'm not sure he can just behead an escaped prisoner without speaking to the sultan about it first.

Now, how would he go about just wearing a strap, hmmm?
... And you can kiss the fattest part of my patookie.
A hood with a strap? ha ha reminds me of those Mickey ears for the kids at the park. Dangerous weapons those straps are. Yank on them and let it go! *smack* Ouch!

Probably. He would have liked to bring his head to the Sultan, I guess. I guess that could support Salukfan's story about how Rasoul gets the hood, and not the cape.

He grabbed Aladdin's ankle, said the "King of thieves, charmed life, blah blah dramatic line here", slammed his sword down on his cape, Aladdin moved and it ripped.
