Thieves can be heroes, too. I even think they make better heroes than other characters. Some of my favorite heroes have been thieves, or at least have a dark past.

I think Mulan is certainly beautiful and has been praised all around for being Disney's most admirable heroine. But the connotation of the word "babe" just doesn't seem to fit her.
And as far as non-human characters go, I would DEFINITELY say Robin Hood and Maid Marian.

Aw, no love for Mulan (unless I missed it somewhere)? And while they're not human (and I'm not a furry), Roxanne ("A Goofy Movie") and Sylvia ("An Extremely Goofy Movie") were quite pretty (well, Roxanne's more cute then pretty, IMHO). I also like Bianca from "The Rescuers" series, she was beautifully designed and has oodles of elegance and class.
Pple have named a lot of nice choices as far as the Disney gals go, but I don't think I can rank one as the most attractive, because they're all attractive in their own unique ways.
As for the men: Beast (well, when he was human), Aladdin, and Macbeth ("Gargoyles"). Macbeth has that Sean Connery factor going for him that I think is extremely attractive. And Basil is pretty fly (well, for a mouse anyways).

Without reiterating what everyone has said I'll have to say:
Giselle was hot in her animated form
Aurora/Briar Rose
Pocahontas

My Top 3 Girls (probably in order):
Jasmine (duh), Meg, Jane
Guys (probably in order):
Aladdin (duh), Hercules, Tarzan
...Trend?
Robin Hood would be in there for his voice and personality, but he is a fox (literally).
Quasimodo's mother from Hunchback of Notre Dame is beautiful too! very overlooked because she died in the very beginning.

Well Aladdin is my babe. hee hee
I find beautiful that comes second to Jasmine is
Esmeralda.
She made Frollo became obessed with her because of that dance at the Festive of Fools. The animation of silouette dancing in the song Hells Fire was (provacative for Disney standards but they did it anyway.)

You know, I guess if you don't mind the furballs and glowing green eyes, Mirage is considered one of the 'sexiest' Aladdin series girls too.

Oooooo!!!! Me likes this topic!
Even though I'm attracted to the opposite sex, I still like to think I can tell among my own gender, who's hot and who's not, and I think a lot of other girls feel they can do the same.
I love the styles of Meg, Esmeralda, and Jasmine. In fact, I'll be dressing like Meg for halloween this year.
