That's my theory. He was in the Cave of Wonders as punishment. |

He set the sorcerer he was traded to for eternal life by Al Gebraic on fire, and was sent to the Cave of Wonders for assault charges |

Genie: Ahem! Remember the Code [of the Genie]! The Code clearly states, no big treasures.
Iago: Then what is the point?!
Genie: The point of a genie's life is service to others. And the union is very vigilent.
Iago: Oh, yeah, like you never materialize yourself a 12-pound hot fudge sundae.
Genie: Shh! Do you want everyone to know? |

Yeah, but it never says that he can't use his magic for selfish reasons... just said no big treasures. |

His life is service to others, not himself. Therefore, he can't use his magic for himself which is considered selfish. Materializing himself a sundae goes against that rule of service to others even if it is something edible and will be gone in 5 minutes. It's still an object. Although there is really not a need for genies to have material objects since they are slaves. He has no real personal material objects himself except his lamp and apparently a lot of books *hides DVD feature* |

Genie did make the picnic for himself, and Abu in Return of Jafar. Not to mention creating female dancers just for his musical in the Cave of Wonders. |

That picnic is just like the sundae with the exception that he made it for him AND Abu. I don't know if he HAS to eat, but things like a picnic and a sundae could be considered more like treats. I guess it doesn't count as long as someone else benefits from it. It's not something you can keep forever.
As for the girls, it's not like they are still around and he made them for himself...I think It was just a part of his introduction and Aladdin benefited from it |

Also, like it says, he does break the rules sometimes; it's not like killing someone or one of those rules where he physically can't do it. |
